Kei trucks are popular for good reasons: they are small, simple, inexpensive to run, and genuinely useful. They also sit at the intersection of two rule sets that people often conflate. Getting one into the country and getting one on the road are different projects.

Federal importability

A kei truck may be federally importable when it satisfies the applicable NHTSA and EPA requirements. As with any Japanese vehicle, the exact manufacture date matters for the NHTSA age exemption, and the engine and emissions configuration matter for the EPA analysis. Documentation that clearly ties the chassis to a build date and an original configuration is what turns an assumption into a fact.

State title, registration, and road use

Federal importability does not guarantee that a kei truck can be titled, registered, insured, or driven on public roads where you live. States set their own rules and revise them. Some states treat these vehicles as ordinary imported vehicles, some restrict them to off-road or limited use, and some have changed position more than once.

Classification affects duty

A cargo-oriented kei truck may fall under a different tariff classification than a passenger-oriented kei van, and the duty consequences of that difference are significant. Classification is determined by a licensed customs broker at entry, not by a listing description or by how the vehicle is commonly described in enthusiast circles. Ask the broker early if the difference matters to your budget.
